III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Joe Dudash of the Colorado DBMS.No one represented the operator <br /> during the field inspection.There was snow cover at all of the sites. <br /> Unit Train Loadout <br /> There was no activity on site and no railcars were parked on the spur track. The three entrance roads had been <br /> plowed clear of snow. The mine id signs were up at each entrance.The road loop at the former grizzly and the <br /> road to the former silos area had also been cleared of snow. There was a fair amount of mine equipment that had <br /> been stored on site. Part of the former silo area concrete pad had been set up for mine training.No problems <br /> were observed with the mine equipment storage or with the electrical substation and shop building. The topsoil <br /> stockpile was covered in snow. The topsoil sign was up. <br /> The road to the east end of the site had not been plowed. There still is some metal left over from the structural <br /> demolition project.The sediment pond was covered in snow,as was the upper diversion ditch above the pond. <br /> Temporary Coal Stockpile Area <br /> The site was mostly covered in snow. The entrance road was partially clear of snow. The mine ID sign was up <br /> on its post at the entrance to the site.There were no indications of slope instability with the cut slope. The <br /> sediment pond was covered in snow but did not appear to have any standing water in it. There were no railcars <br /> on the spur track. <br /> West Mine <br /> The road that leads to the reclaimed West Mine had not been plowed all the way to the site. The entire West <br /> Mine area was covered in snow. There was no evidence of slope instability with the regraded mine slopes.The <br /> two sediment ponds were covered in snow but there did not appear to be any standing water in the ponds.The <br /> pond embankments appeared to be stable.The mine identification sign was up on its post along the road. <br /> East Mine <br /> The reclaimed east mine area was covered in snow and the entrance road had not been graded.Therefore,the <br /> east mine was not inspected. The entrance gate was locked and the mine id sign was on the fence. <br /> Run-of-Mine Area <br /> This reclaimed area was also completely covered in snow. Since the entrance road had not been plowed,this site <br /> was not inspected,although no problems were evident as seen from the Steven's Gulch Road. <br /> c:/word2007/bowie 1/insp0110 <br />
