Western's GIS coordinator reviewed the drill hole coordinators you
provided below in relation to our GIS coordinates for the structure most likely to be
impacted by Bowie Resources, LLC planned drilling activities. We agree that the proposed
drill hold location is outside Western's authorized right-of-way for its transmission line.
In addition it is located at a distance greater than the minimum 100' clearance from the base
of the steel tower required by Western so there should be no impact to our transmission line
structure from this one drill hole. In light of this new information, there is unlikely a
need for Bowie Resources to enter into a contractual agreement with Western.
If you have any additional questions or concerns, please call or e-mail me.
Susan Starcevich
Realty/Land Management
Western Area Power Administration
(720) 962-7275
>>> "Jim Stover" <iestover(abresnan.net> 1/12/2010 2:23 PM >>>
Susan:
The Department of Energy's December 22, 2009 letter to Joe Dudash, Division of Reclamation
Mining and Safety, commented on Bowie Resources, LLC plans to amend it B-Seam mining plan and
also drill a geotechnical hole. The letter indicates that "Western may require Bowie
Resources to enter into a contractual agreement with Western to ensure protection of the
electrical facilities. More information about that can be provided after the final location
of the drill hole is determined".
The drill hole will be located at the following NAD 83 coordinates:
Latitude 38.9437
Longitude 107.5768
I believe the drill hole is outside of the transmission line right-of-way so no contractual
agreement between Western and Bowie should be required.
Please let me know if you agree with my assessment.
Jim Stover
J.
