EXHI[Brf "Ell <br />Reclamation Plan <br />6.45 Exhibit (E) Reclamation Plan <br />(1) The Operator/Applicant will reclaim this mine site back to rangeland. No trees, shrubs or <br />bushy-type vegetation will be planted, only the appropriate grasses selected by the NRCS please <br />see the seed mixture provided by Mr. Tony Arnhold District Conservationist NRCS Walsenburg, <br />Colorado. The suggested seed mixture will be used on this site. The site will be graded to <br />compliment and work with the surrounding topography. The pit floor will be flat and the slopes will <br />be graded at 3H:1 V or flatter. The saved topsoil (please see Mining Map Exhibit C for locations) will <br />be spread over all the disturbed areas and prepared for seeding according to the NRCS <br />recommendations. Topsoil will be replaced at 6" - 8". <br />(2) The entire affected area will be reclaimed as rangeland. This use was selected by the landowners <br />as being consistent with the other acreage they own adjacent to the affected area. The landowners <br />do not want the access/haulroad reclaimed, as it will provide ingress and egress to the balance of their <br />acreage, and will allow for cattle feeding and round-up. The main road that runs the entire length of <br />the pit from west to east is a Huerfano County Road and it will not be mined or removed from this <br />site the road will be used by the applicant / operator to facilitate the haul in the permitted area. The <br />County Road will not be changed by the applicant. <br />(a) Earthmoving in reclamation will be simple and typical of this type deposit. Mining will <br />leave a level pit floor with some slight (plus/minus 6") differential contours to facilitate revegetation <br />and to conform more closely to the surrounding topography. A Conditional Special Use Permit <br />(CUP) in Huerfano County will be obtained and issued before mining shall commence. <br />(b) Post mining land use as rangeland is consistent with the land use in the vicinity. The <br />landowner will use this area as rangeland. <br />(c) A description of how the Reclamation Plan will be implemented to meet each applicable <br />requirement of Section 3. 1, Reclamation Performance Standards. <br />3.1.1 Establishing Post-Mining Use <br />(1) The Operator/Applicant, in consultation with the Landowners (also the applicant), have decided <br />to reclaim the affected area back to rangeland for a commercial cattle operation. <br />(2) The results of the decisions were formulatedinto the reclamation plan. This application, of which <br />this is a part, and all of the decisions formulated into it, constitute what the applicant believes is an <br />appropriate and workable Reclamation Plan. <br />3.1.2 Reclaiming Substituted Land. <br />Reclaiming substitute land is not a consideration of this operation.
