Please consider these recommendations and revise the narrative as
warranted.
34. Revegetation monitoring is addressed in subsection 7.0, on page (e)-87 of the
redline version. We note that narrative indicates statistical sample adequacy
would be achieved for cover and productivity sampling, and we point out that
sample adequacy is not a requirement for interim monitoring (unless the data is to
be used for bond release). WFC may wish to provide a plan for interim
monitoring that would provide representative data, but which would be less
intensive than sampling required for bond release demonstration.
Also, since alfalfa cropland success demonstration would include visual
assessment for species composition verification, and total harvest bale
weight/counts for production, we would recommend that interim monitoring
include both the visual assessment and a representative bale weight/count
procedure on reclaimed and reference alfalfa fields.
Please consider these recommendations and revise the narrative as
warranted.
35. In subsection 12.1 of the NH-1 Mine Revegetation Plan, there is a misstatement
within the text of Item 4 regarding allowable relative cover and production
contribution of annual and biennial species. The last sentence of the subsection
should state "An acceptable alternative is to delete all annual/biennial cover and
production from the reference area AND THE RECLAIMED AREA prior to
COVER AND PRODUCTION success comparison".
Please add the bold all cap wording, which was erroneously left out of the
text.
19
