1 <br /> III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> requested for Phase 1 release within SL-2. LU-1 provides access from the permanent Ridgeline <br /> Access Road up to a high point on the ridge where the electrical substation is located. LU-3 and <br /> LU-4 are collectively referred to as the"Ridgeline Light Use Road" (LU-4 is in essence a <br /> continuation of LU-3). LU-3 diverges from the Ridgeline Access Road in the upper 006 Gulch <br /> watershed and extends south along the eastern ridgeline to provide landowner access to <br /> properties in the South Extension of the permit area. The length of each of the road segments <br /> within the original permit area subject to SL-2 release request was travelled during the <br /> inspection, and no problems were noted. As-Built documentation for the light use road <br /> segments proposed as permanent roads has not yet been incorporated into the approved <br /> permit. The light use roads will be excluded from the SL-2 approval decision unless the <br /> required documentation is incorporated prior to proposed decision issuance. <br /> Reclaimed (Eliminated) Roads <br /> Former Haul Road "H" extended to the southeast from the Ridgeline Access Road intersection <br /> for approximately 1500', and then curved more directly to the east to the eastern ridgeline"Neck <br /> Pit" area. The length of the reclaimed "H"road corridor was walked during the inspection. The <br /> road had been properly regraded to blend into adjacent undisturbed slopes, with minor ephemeral <br /> drainages restored across the reclaimed corridor in appropriate locations. The regraded road <br /> segment had been topsoiled and vegetated, and a good initial vegetation cover has become <br /> established. The upper section of the reclaimed "H"road corridor is shown in Photo SL2-39, and <br /> the lower of two ephemeral drainage crossings is shown in Photo SL2-39a. No problems were <br /> noted with respect to Reclaimed Haul Road "H". <br /> Former Haul Road "I" extended to the south from the former Haul Road"H", in the vicinity of <br /> the"H" Road curve, approximately 1500' south of the Ridgeline Road intersection. <br /> Approximately 500' of the reclaimed Haul Road "I" is within the original permit area, the <br /> remainder of the road is in the South Extension Area. Photo SL2-40 was taken along the <br /> reclaimed"I"Road looking north, from the vicinity of the boundary between the original permit <br /> area and the South Extension Area. The road through this segment ran along a gentle slope and <br /> had been properly graded to blend into the undisturbed areas on either side. The road had been <br /> topsoiled and seeded and a stabilizing cover was becoming established. One concern noted along <br /> the segment of reclaimed Haul Road "I", is that a culvert was left in place(Culvert 1-1), near the <br /> junction of reclaimed "I" Road and reclaimed "H"Road. The culvert no longer serves any <br /> apparent purpose, with both roads having been reclaimed. Rule 4.03.1(7) specifies that"...all <br /> bridges and culverts shall be removed" as a component of haul road reclamation. As such, a <br /> short segment of reclaimed Haul Road "I" that will need to be re-disturbed to remove the <br /> 8 <br />
