Binns <br />`s <br />Division of Reclamation, Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />RE: Foidel Creek Mine (Permit No. C-1982-056) <br />Technical revision Application No. 71(TR-71) <br />Western Mining District Mine Plan Modification <br />Dear Ms. Binns: <br />? y <br />sfo? of ?vq <br />For Wildlife- <br />For People <br />The Colorado Division of Wildlife (CDOW) has. reviewed the Foidel Creek Mine Technical Revision Application . <br />#71 (TR-71) request to conduct underground coal mining operations on land approximately 23 miles SW of <br />Steamboat in all or portions of Sections 7,8,9 of Township 4 North, 86 West; and all or portions of Sections 32 <br />and 33 of Township 6 North, Range 86 West; and all or portions of Sections 23, 24, 25, 26, 27, 34, 35 and 36 of <br />Township 5N, Range 87W; and all of Township 5N, Range 86W with the exception of Scetions 34, 35, and 36, <br />Routt County, Colorado. CDOW appreciates the opportunity to comment on this mining permit application and <br />would like to provide the following information. <br />General Information <br />The Foidel Creek Mine is an area that has existing facilities from current mining activity. Existing vegetation is <br />-- predominantly,sagebrush; grassland, mountain shrub; mined and reclaimed mine, and conservation reserve <br />program (crp) lands. <br />This coal mining operation is underground and therefore the majority of the impacts will exist around the <br />surface disturbance area(s). The majority of the surface disturbances are located at the Foidel Creek Twenty <br />Mile Mine Headquarters and all associated ventilation shafts and facilities. Although the permit area will <br />experience subsidence over time, this is anticipated to have negligible impact on the vegetative community, and <br />therefore the wildlife resources of the area. <br />Reclamation <br />The performance standard for reclamation success is the establishment of a self-sustaining, vigorous, and <br />diverse plant community on the site with a density sufficient to control erosion and non-native plant invasion. <br />Reclamation efforts on disturbed areas should include the following: <br />DEPARTMENT OF NATURAL RESOURCES, James B.
