area. <br />Rule 4.05.14 of the Coal Rules allows transfer of a monitoring well from the <br />operator to a surface landowner if the surface landowner obtains a well <br />permit from the State Engineer. Well permit # 282281 was approved for <br />monitoring well TPW-1 on December 23, 2009. The well permit approves <br />the use of this well for livestock watering. <br />Surface Water Impacts <br />The applicant predicted three potential impacts to the surface water system in the <br />vicinity of the Twin Pines No. 2 Mine. Division findings also identify three <br />additional impacts that could result from mining. Each potential consequence will be <br />addressed separately below along with a brief analysis of the accuracy of the possible <br />consequence and any resulting impact. <br />• Increase in suspended sediment <br />• Changes to the stream channel characteristics <br />• Possible damage to the Rockvale water pipeline at haulroad crossing <br />• Interruption of surface water flow due to subsidence <br />• Degradation of irrigation waters downstream of mining <br />• Degraded ground water seepage to the surface water system <br />Although no surface water monitoring stations were established or approved for <br />monitoring of surface water during and after operations, discharge from sediment <br />ponds was permitted and regulated through an approved NPDES permit. The <br />Division also sampled sediment pond discharge from the bench pond at the Twin <br />Pines No. 2 portal area on two occasions in 1990. Total suspended solids and pH <br />were analyzed. On both occasions, results show that discharge was within the <br />permitted limits for both TSS and pH. <br />Bench pond discharge sampling <br />Date TSS (mg/1) F -pH <br />January 5, 1990 17 8.2 <br />December 12, 1990 ?48 8.5 <br />The applicant predicted that the fill constructed in Lewis gulch to be used as a truck <br />turn around could alter the characteristics of the stream channel along with additional <br />discharge due to mine pumpage. Following the cessation of operations, this fill was <br />removed and the stream channel in Lewis Gulch was restored to original conditions. <br />Over the reclamation liability period, the channel has shown no effects and appears <br />no different than other natural channels in the adjacent area.
