Please inform the Division in writing whether or not the Division's reclamation cost estimate
calculation is acceptable to BRL.
13. All references to the gob vent boreholes mentioned in item number 12 above were removed from
Map-09. However, please also remove these references in the table on permit application page 2.05-
34.
Geotechnical Review
14. Maleki Section 2.0 - Data Collection Program
Three geotechnical holes were drilled, and are illustrated on Figure 1. The locations of these three
holes with respect to one another differ from what is shown on Map 09.
Please verify that locations shown on Map 09 for geotechnical holes TC-03-01, TC-03-02 and
TC-03-03 are accurate, and revise if necessary.
15. Page 6 of the Maleki report states that holes TC-03-02 and TC-03-03 "were drilled directly above
the projected location of the mains." TDR cables were cemented in all three holes (see Page 8),
providing a means of "identifying the location of bed separation and shearing along the entire
overburden." With the new proposed location of the West Mains, the TDR cables installed
previously would not seem to be able to provide BRL with the same level of information.
However, revised pages 2.05-120 and -125 describe and list four subsidence monuments proposed
for the vicinity of the West Mains, in a manner consistent with monuments established elsewhere
at the mine.
No response required.
16. Maleki Section 3.0 - Geotechnical Framework
Section 3.1 describes the geologic. setting of the Somerset Coal Field and the Bowie No. 2 Mine.
The "West Mains fault" is addressed at the bottom of Page 9, but does not appear on Figure 1 of
Maleki. A faint, dashed line does appear on revised Map 27 (and on PAP Map 07 - Geology) in
the approximate location described by Maleki. Map 08 (Geologic Cross Section) of the PAP
clearly illustrates the interpreted magnitude of the fault, and implies a near-vertical plane. Due to
the potential significance of this feature, its existence should be clearly indicated on each Map for
which the fault may be pertinent.
At a minimum, please modify Maps 07, 14-B and 27 to clearly portray the location of what the
Division understands to be the "West Mains fault": For Map 07, it maybe more accurate to
illustrate the location on the surface, if known, rather than at the B- or D-seam depth.
17. Maleki Section 4.0 - Mains Orientation and Pillar Designs
The stability of near-seam strata was evaluated at the corridor for the layout illustrated in Maleki
Figure 1. An empirical technique developed by NIOSH was used to confirm that the (then-
