This sort of activity isn't uncommon, especially for work in- <br />stream. Typically, a construction dewatering permit is needed (separate form their permit <br />for the coal mine) which documents the activity. <br />They should submit a construction dewatering application 30-days prior to the planned start <br />of the activity to ensure they have the proper permit coverage. That letter notified your agency that Twentymile Coal Company was <br />proposing to install a waterline, but it did not note that the company proposes to <br />temporarily dam Fish Creek (a perennial stream) and pump the flow from Fish Creek around the <br />work area as the company trenches the waterline across Fish Creek. <br />My question to you, is there any special approvals that Twentymile Coal Company (TCC) needs <br />to obtain from WQCD prior to conducting this work? <br />And if there is, could you let me know what the process is and what action the company needs <br />to do?
