SNOWCAP COAL COMPANY
Cameo Refuse Disposal Area No. 1 Inspection - 4th Quarter 2009
On November 17, 2009, 1 performed the required quarterly visual inspection of the Cameo
Refuse Disposal Area No. 1 in accordance with Rule 4.10.2.
I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of earth
fill embankments. Nothing was observed during the inspection that would indicate the pile
has a potential for failure.
The south under drain was dry. The pile was dry. The terraces were dry. No seepage was
noted around the pile. The upper diversion ditch and collection ditches were inspected with
no problems noted.
The access road to the pile, which is the west extension of Haul Road No. 5, remains open
to accept coal and refuse material from other reclamation activities. The top of the pile was
being prepared to accept refuse from the clean-up at the unit train loadout and the McClane
Canyon Mine. Cover material is being removed from approximately 0.75 acres on the top of
the pile. Approximately 5,500 cubic yards of material from the unit train loadout were hauled
to the top of the pile and stockpiled by the end of the quarter.
Approximately 700 tons of refuse from the south portal reclamation project were hauled to
the pile during the fourth quarter 2007. Approximately 500 tons or refuse generated from rail
removal located south of 1.9 road were hauled to the pile during the first quarter 2009. Cover
material has been pulled back from the slope to provide additional storage volume.
Compaction tests were not performed.
The pile is located in a remote area well away from human habitation. A failure of the pile
might damage the haul road and sediment pond located below the pile. However, a failure
of the pile would probably not be a hazard to human life.
I certify that to the best of my knowledge and belief, that the fill. and other aspects of the
Cameo No. 1 refuse pile have been constructed as pep" in tFtsign approved by the
DRMS.°®n °?.
,a Ito
Recommended maintenance: None'
?,o ° bZ 16 - 0 ?
Jamb` 13r `Sto er, }Date
P.E.
