During this time, the exposed areas of the quarry have increased
extensively and during periods of significant rainfall, the South St. Vram Creels turns extremely red as it
carries an enormous sediment load. This sediment load is undoubtedly destructive to the aquatic habitat, and
works against efforts in the Town of Lyons to introduce a "catch and release" fishery on the St. Vrain River
through and near the Town.
I have no' idea if the. Staie WQCD has had any stormwater permitting requirements on this quarry but if
there are'any, they are totally inadequate. During this time period, the attached sign has indicated that the
query operated under a Mined Land Reclamation Permit. Since the quarry has been inactive for over a year,
and I have been told that there are no plans to re-open this facility, I am wondering when the Mined Land
Reclamation Permit requirements for the quarry will come into play. I am hopeful that runoff controls could
be instituted at an early time period to mitigate this stormwater problem, while the remaining reclamation
program moves forward.
I would appreciate any information that you can provide on this permit and plans for moving forward on the
reclamation program at this facility. Please note that I work extensively on international projects, and will be
in Senegal Nov 28-Dec 18 and Mongolia Jan 2-16. You can always find me on email at l.quinn@us&neL
Thank you for your assistance.
Sincerely,
Larry Quinn Associates
- Larry Quinn, PhD, P.E.
Consultant
Cc: Steven H.
