• conducted by experienced, trained, and competent personnel and each person responsible for <br />blasting operations will possess a valid certification in accordance with state and federal laws. <br />Preblasting Survey -There are no dwellings, structures, or residents within one-half mite of the D <br />Portal Area. No preblasting survey is required of company-owned buildings. <br />Surface Blasting Methods -Any surface blasting will be conducted between sunrise and sunset <br />except in special situations approved by the DMG. <br />Residents or owners of buildings, structures or utilities will be notified no less than 24 hours prior to <br />any blasting conducted within 1/2 miles. <br />Control of Flvrock - Flyrock will be controlled by proper hole spacing, loading, and detonation timing <br />such that flyrock will not travel further than 1/2 the distance from the blasting vicinity to any occupied <br />building or structure, and in no case beyond the area of regulated access. If necessary, blasting <br />mats will be used to control flyrock. <br />The maximum peak particle velocity in the blasting operations will be limited to less than or equal to <br />1 inch per-second at the location of any dwelling. The peak particle velocity limitation will be <br />achieved by limiting the amount of explosives to be detonated within any 8 milisecond period in <br />• accordance with the following formula: <br />W = (D/60)z <br />Where: W is in pounds <br />D is in feet <br />Control of Access -Access to blasting areas will be controlled by roadblocks and guards along <br />roads leading to blasting areas. <br />Other Safety Precautions -The following safety precautions will be sVictly adhered to during surface <br />blasting operations: <br />Audible warning signals and oral notices will be given to all persons within one-half <br />mile of the blasting vicinity. <br />Blasting will be conducted at times announced during the blasting schedule except <br />in hazardous situations, approved by the Division, where safety requires <br />unscheduled detonation. <br />All-clear signals of a different character than the warning signal will be given after <br />each blast. <br />.
