III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Carbon Junction Mine flown by Harry Ranney on November 19, <br />2009. Tom Kaldenbach examined digital images from the flight on a computer screen on November <br />24, 2009. <br />Thirteen photos were taken during the flyover; five representative photos are shown below. The <br />ground was clear of snow. No changes were evident on the site, compared to the on-the-ground <br />complete inspection two months earlier. <br />General Mine Plan Compliance <br />No problems were evident in the photos, although snow-cover hindered observations. <br />Slides and Damage <br />The photos indicate no gully problems on reclaimed slopes. <br />Photo 1 - South end of site, showing Topsoil stockpiles 7 (lower left) and 4 (right of center) and the <br />reclaimed Pond 1 (to right of stockpile 4). <br />3
