Signs and Markers <br />The mine i.d. sign was properly displayed on the only public road entrance into the permit area. <br />Roads <br />The asphalt-surfaced main haul road was covered with snow. <br />Hydrologic Balance <br />There was no surface runoff found during the inspection. The air temperature was below freezing. There <br />appeared to be no problems with the reconstructed Carbon Junction channel in the segments of the channel <br />immediately upstream and downstream from the haul road double-culverts, although snow cover severely <br />limited inspection. <br />Reclamation Success <br />As mentioned in the October 2008 inspection report, leaving topsoil stockpiles 4 and 7 as permanent <br />features on the site would require a Technical Revision to the permit application that demonstrates each <br />stockpile is not needed for a plant growth medium and each stockpile meets approximate original contour. <br />Also as noted in the October 2008 inspection report, the SL-4 bond release area appears that it would <br />support the approved postmining residential land use (although snow cover severely limited <br />observations during this inspection). These re-vegetated areas have appeared ready for residential use <br />based on their reclamation and the existing roads, but no facilities or activities were found on the site <br />that are specific to residential use (for example: home construction, residential utilities, a domestic <br />water supply well, or a home septic treatment system). <br />4
