28.The permittee shall notify the Routt County Road and Bridge Department and the <br />Routt County Planning Department of the date of commencement of operations <br />that may affect County roads to ensure that any conditions of this approval that <br />must be met prior to commencement of mining under the roads have been <br />complied with. <br />29.The SUP is contingent upon the inclusion of the following conditions as stated in <br />the Routt County Roads 27 and 33 Monitoring and Maintenance Plans: <br />a. Prior to longwall mining beneath Routt'Cou - nty Roads 27 and 33, subsidence <br />monuments will be placed along the road above the gate roads and center of <br />the panels. The monuments will be 6" to 12" spikes driven in the ground in <br />the shoulder of the road. The monuments will be monitored on a quarterly <br />basis while active longwall mining occurs. Once the panel has been mined <br />and two monitoring sessions show no further movement, monitoring will be <br />discontinued and the monuments will be removed. The County will be <br />consulted as to the placement of the monuments within the right -of -way. <br />b. Prior to longwall mining beneath Routt County Roads 27 and 33, Twentymile <br />Coal Company will have signs placed within the road right -of -way advising <br />the motoring public that they will be entering a subsidence zone 1500 ft. <br />ahead. The signs will read, "Begin Subsidence Zone," and "Leaving <br />Subsidence Zone." These signs will be placed so they are visible from each <br />direction of travel. Twentymile Coal Company will work with the Routt <br />County Road and Bridge Department to place appropriate signage with the <br />information printed in large, bold format. <br />c. Twentymile Coal Company will have warning signs placed within the road <br />right -of -way and spaced throughout the area to be subsided. The signs will <br />read, "Rough Road" and "Drive with Care." <br />d. Twentymile Coal Company will seal all cracks in the asphalt that penetrate to <br />the road base material that result from subsidence under the roads. During <br />the active longwall mining, the roads will be inspected daily for evidence of <br />surface cracking. The County will be consulted as to the correct materials to <br />be utilized for completing repairs. <br />e. Twentymile Coal Company will repair potholes that result from subsidence <br />under the roads. The County will be consulted as to the correct materials to <br />be utilized in completing the repairs. <br />30. The permittee will work with local school districts to ensure that concrete and haul <br />trucks will not be traveling on County roads at the same time as school buses. <br />Based on the expected haul route and current school bus routes, trucks will not be <br />allowed on County Road 179 between 7:00 and 7:30 a.m. and between 4:15 and <br />4:45 p.m. on days when school is in session. Permittee shall adjust restricted <br />routes and times as necessary to ensure compliance with this condition. <br />31. The silencers on all ventilator fans shall be cleaned as necessary to mitigate noise <br />impacts. The Planning Administrator may require additional cleaning as necessary <br />to mitigate noise concerns. <br />
