MINE ID # OR PROSPECTING ID #: m_9 9 -n8? <br />INSPECTION DATE: 19-98-9002 INSPECTOR =S INITIALS: JLE <br />OBSERVATIONS <br />This was a pre- operation inspection of the proposed Parsons Mine site; DRMS file# M- 2009 -082. This 381 acre <br />site is located approximately % of a mile east of Windsor, Colorado in Weld County. I, Jared Ebert of the <br />Colorado Division of Reclamation, Mining and Safety conducted the inspection. Mrs. Anne Best Johnson of <br />Lafarge West, Inc. accompanied me on the inspection. <br />Lafarge West, Inc. (Operator) submitted an application (DRMS file #: M- 2007 -088) for this site back in <br />December of 2007 and subsequently withdrew the application in the spring of 2009. The Division received a <br />new application for this site on October 16 2009. This site and the surrounding area is a mixture of homes, <br />ranches, farms, oil and gas facilities, industrial yards and other mining operations. The Operator intends on <br />mining this site in 5 phases. <br />Phase 1A is the proposed location of the processing /product storage area. Currently, this site is used as a corn <br />field and for oil and gas development. South of this area is the Phase 113 and 1C area where mining will first be <br />initiated. This area is used for cattle grazing. According to Mrs. Johnson, the rancher who leases this property <br />from Lafarge is concerned about the southeast portion of Phase 16 (See Figures 10 -11). Apparently this area <br />has been unusually moist ever since a berm was constructed adjacent to the proposed mine site at the <br />Firestien Pit (DRMS File# M- 1996 -060), operated by the Hall -Irwin Corporation. Apparently the rancher has <br />been unable to graze his cattle on this portion of the property due to the moist condition. Lafarge intends on <br />mining the area in question, but that may not occur within the next 5 years, and during that time they would <br />like to graze cattle on this parcel. At this time, it is unclear if the operation at the Firestien Pit is the reason for <br />this phenomenon. The area of concern is at the bottom of a small ridge where water would drain naturally; <br />also it appears a small drainage has been constructed through this parcel indicating this site experiences <br />frequent water flow. Per a post inspection telephone conversation, Mrs. Johnson indicated she would be <br />contacting the Hall -Irwin Corporation to look into this issue further. <br />The Phase 2 mining area is a large cultivated field used for corn production and possibly alfalfa. Just south of <br />this phase is a small ridge where several wetlands have developed. The mining will occur north of the ridge <br />outside of the wetland areas. The Phase 3 area is primarily rangeland bordered on the north and east by a <br />small drainage to the Cache la Poudre River. Several oil and gas facilities are located in this parcel. The Phase <br />4 area is pasture /farm land with numerous structures such us oil and gas facilities, ranch roads and ditches <br />located throughout the site. The Phase 5 area is located just north of the Poudre Trail. This area is rangeland <br />with several oil and gas facilities and roads located throughout the parcel. <br />There are numerous structures located thought the proposed mine site. It appears the operator has identified <br />all of these structures and is in the process of obtaining structure damage re- imbursement agreements with <br />their owners. The proper notice sign was posted at the entrance of the site. <br />
