APPROPRIATE SITE LOCATIONS OF THE POST-2008 ORIGINAL PERMIT <br />AREA AND THE SOUTH TAYLOR RECLAMATIONAREA. THE REVISION <br />APPLICATION SHOULD ADDRESS THE FOLLOWING: MINIMUM SIZE OF <br />INDIVIDUAL PLANTING AREA (NOT LESS THAN I ACRE); MINIMUM <br />CUMULATIVE PLANTING AREA ACREAGE (NOT LESS THAN 20 ACRES <br />FOR ASPEN/TALL SHRUB PLANTING SITES ON THICK SOILS, AND NOT <br />LESS THAN 20 ACRES FOR TALL SHR UBIBITTERBR USH PLANTING SITES <br />ON THIN SOIL). BOTHASPEN AND TALL SHRUBS CAN BE PLANTED <br />WITHIN THE SAME THICK SOIL PLANTING SITES; AT LEAST %2 OF THE <br />TOTAL ACREAGE OF PLANTING SITES WILL BE OVER GRADED SPOILS, <br />AND NONE OF THE SITES WILL BE LOCATED IN CLOSE PROXIMITY TO <br />UNDISTURBED NATIVE HABITAT; DETAILED SEEDING AND PLANTING <br />PLANS FOR THE VARIOUS SITES PLANTING PLAN SHOULD ADDRESS <br />SPECIES, PLANTING DENSITIES, PLANTING METHODS, SIZE AND <br />SOURCE OF PLANTING STOCK (NATIVE WILDING, COMMMERCIAL <br />CONTAINERIZED, ETC). APPROPRIATE LOW COMPETITION SEED MIXES <br />WILL BE SPECIFIED FOR THE THICK SOIL AND THIN SOIL PLANTING <br />SITES, RESPECTIVELY; FENCING SPECIFICATIONS TO EXCLUDE <br />UNGULATES, SPECIFICATION FOR WEEDGUARD FABRIC OR <br />EQUIVALENT TO SUPPRESS HERBACEOUS COMPETITION IN IMMEDIATE <br />PROXIMITY OF PLANTED SEEDLINGS, AND ; SITE LOCATIONS, SITE <br />CONDITIONS, AND SOIL THICKNESS SPECIFICATIONS FOR EACH <br />PROPOSED PLANTING AREA. SITE LOCATIONS CAN BE TENTATIVE; <br />DEPENDING ON SUITABLE OVERBURDEN CHARACTERISTICS OR OTHER <br />FACTORS, AS LONG AS THE SPECIFIED MINIMUMA CREA GE OF THIN <br />SOIL AND THICK SOIL ESTABLISHMENT AREAS AND CONFORMANCE <br />WITH ALL SPECIFIED REQUIREMENTS IS ACHIEVED. <br />Colowyo's Response: <br />Colowyo has added the following highlighted text to the Section 4.15.6 narrative <br />beginning on page 4.15-12: <br />"As a result of negotiations with CDOW and DRMS regarding approval of TR-72 <br />in 2009, Colowyo has committed to implementing three field trials in the future as <br />reclamation progresses. <br />1) Colowyo agrees to establish one small (not greater than 1 acre) aspen <br />establishment area on associated disturbance in an area where the original lithology is <br />still intact. The location of this area will be in the immediate proximity of the "out of pit" <br />portion of the South Taylor haul road along the slope of the East Taylor drainage. This <br />area presents conditions where the original lithology is still primarily intact and will be <br />relatively close to the regraded PMT surface to allow for a greater likelihood of <br />additional subsurface water flow that is necessary to sustain an aspen stand. The specific <br />implementation plan of the site is as follows: <br />a) The area will be regraded in accordance with PMT requirements. <br />b) The area will be tested for overburden suitability as per requirements.
