Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division of Reclamation, Mining and Safety hereby issues notice, in accordance with Title 34, Article 33, <br />Section 116, Paragraph 4, of the Colorado Revised Statutes, that on December 22, 2009, an application to revise <br />coal mining operations at the Bowie No. 2 Mine was considered complete for the purposes of filing. The revision <br />was submitted by Bowie Resources, LLC (BRL). All review and comment periods as provided in the Act and the <br />Regulations initiate from this date of filing. <br />In Technical Revision No. 66 (TR-66), BRL is proposing to construct a ventilation shaft for the Bowie No. 2 <br />underground coal mine at a previously disturbed location just west of Terror Creek and just east of the Terror <br />Creek road. The Curecanti-Rifle 230 kilovolt transmission line is located about 200 feet to the west of the <br />proposed site. Attached is a portion of the map that was supplied in BRL's TR-66 submittal that shows the <br />proposed site. The surface is managed by the Bureau of Land Management and leased to BRL under Federal Coal <br />Lease COC-61209. The location of the vent shaft is the same as the location of the geotechnical drill hole that is <br />being proposed in Technical Revision No. 65 (TR-65) and which WAPA was notified of in a letter dated <br />December 11, 2009. The Division has forwarded WAPA's letter, dated December 22, 2009, to BRL as part of the <br />review process for TR-65. <br />The ventilation shaft proposed in TR-66 will be about 690 feet deep and have a finished diameter of 18.5 feet. The <br />shaft will be bored from the bottom up so that the cuttings will remain underground. In order to minimize water <br />infiltration, the shaft perimeter will be grouted before boring begins. In addition, the shaft lining will be grouted <br />with shotcrete. An escape hoist and a nitrogen generation system, powered from within the mine, will be installed <br />at the shaft site. No ventilation fan is planned at this time. The shaft and surface disturbances will be bonded for <br />reclamation. <br />The site is located in the SWASEA of Section 5, Township 13 South, Range 91 West. BRL is proposing to access <br />the site from Steven's Gulch Road, then south on Terror Creek Road. The proposed site is less than 100 feet <br />horizontally from the Terror Creek Road outside right-of-way so a public hearing can be requested to determine if <br />the proposed project will protect the interests of the public and affected landowners. <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
