No. 144 STR-10-20 baghouse. <br />THIS PERMIT IS GRANTED SUBJECT TO ALL RULES AND REGULATIONS OF THE COLORADO AIR <br />QUALITY CONTROL COMMISSION AND THE COLORADO AIR QUALITY CONTROL ACT C.R.S. (25-7-101) <br />et sea), TO THOSE GENERAL TERMS AND CONDITIONS SET FORTH ON THE REVERSE SIDE OF THIS <br />DOCUMENT AND THE FOLLOWING SPECIFIC TERMS AND CONDITIONS: <br />1. Visible emissions shall not exceed twenty percent (20%) opacity during normal operation of the <br />source. During periods of startup, process modification, or adjustment of control equipment visible <br />emissions shall not exceed 30% opacity for more than six minutes in any sixty consecutive <br />minutes. Opacity shall be measured by EPA Method 9. (Reference: Regulation 1, Section II.A.1.& <br />4.1 <br />2. The permit number shall be marked on the subject equipment for ease of identification. (Reference: <br />Reg. 3, Part B, IV.E.) (State only enforceable) <br />3. This source shall be limited to a maximum processing rate as listed below and all other activities, <br />operational rates and numbers of equipment as stated in the application. Monthly records of the <br />actual processing rate shall be maintained by the applicant and made available to the Division for <br />inspection upon request. (Reference: Regulation 3, Part B,III.A.4) <br />Processing of coal shall not exceed 60,000 tons per day, 416,667 tons per month or 5,000,000 <br />tons per year. <br />I • <br />During the first twelve (12) months of operation, compliance with the daily, monthly, and yearly <br />processing limitations shall be required. After the first twelve 112) months of operation, compliance <br />with only the daily and yearly limitations shall be required. Compliance with the yearly production <br />limits shall be determined on a rolling twelve (12) month total. <br />29/8/4 <br />
