THE SOURCE TO WHICH THIS PERMIT APPLIES IS DESCRIBED AND LOCATED AS FOLLOWS:
Coal mine known as Bowie +Y7 located at 1720 4010 Drive, Paonia, Delta County,
Colorado.
THE SPECIFIC EQUIPMENT OR ACTIVITY SUBJECT TO THIS PERMIT INCLUDES THE FOLLOWING:
Rail car loading facility, controlled by a Mikropul Mod. No. 144 STR-10-20 baghouse.
THIS PERMIT IS GRANTED SUBJECT TO ALL RULES AND REGULATIONS OF THE COLORADO AIR
QUALITY CONTROL COMMISSION AND THE COLORADO AIR QUALITY CONTROL ACT C.R.S. (25-7-101)
et sea), TO THOSE GENERAL TERMS AND CONDITIONS SET FORTH ON THE REVERSE SIDE OF THIS
DOCUMENT AND THE FOLLOWING SPECIFIC TERMS AND CONDITIONS:
1. Visible emissions shall not exceed twenty percent (20%) opacity during normal operation of the
source. During periods of startup, process modification, or adjustment of control equipment visible
emissions shall not exceed 30% opacity for more than six minutes in any sixty consecutive
minutes. Opacity shall be measured by EPA Method 9. (Reference: Regulation 1, Section II.A.1.&
4.1
2. The permit number shall be marked on the subject equipment for ease of identification. (Reference:
Reg. 3, Part B, IV.E.) (State only enforceable)
3. This source shall be limited to a maximum processing rate as listed below and all other activities,
operational rates and numbers of equipment as stated in the application. Monthly records of the
actual processing rate shall be maintained by the applicant and made available to the Division for
inspection upon request. (Reference: Regulation 3, Part B,III.A.4)
Processing of coal shall not exceed 60,000 tons per day, 416,667 tons per month or 5,000,000
tons per year.

During the first twelve (12) months of operation, compliance with the daily, monthly, and yearly
processing limitations shall be required. After the first twelve 112) months of operation, compliance
with only the daily and yearly limitations shall be required. Compliance with the yearly production
limits shall be determined on a rolling twelve (12) month total.
