Wr1TEF2 USEF2.S' CONSULTATION <br />• ZNTI~DUCTZON <br />In canpliance with Federal Lease stipulation (d), Colorado Liestmoreland Inc. <br />has formulated a water replacement plan to replace the possible loss of <br />water presently adjudicated and historically F.ut to beneficial use. Luring <br />development of this stipulation, consultation with potentially affected <br />water users and Fi?deral and State authorities was initiated. Further con- <br />sal ration continued after development of water replacement plans. <br />Invitations to water users were sent on the basis of adjudicated or histori- <br />cal beneficial use of water within and adjacent to the permit area. Because <br />water is a property right, not all existing users could be contacted Lx cause <br />State Engineer's records show originators only. The following summaries of <br />meetings are submitted as fulfillment of the requirement to consult with <br />potentially affected water users prior to State approval of the water <br />replace:.~ent plan. <br />The purpJSe of these meetings was to inform interested parties of the <br />general scope and intent of the water replacement plan. The meetings were <br />grouted according to separate basins since the plan proroses specific <br />replacement items as site conditions dictate. <br />Comments were either clarified at the meetings or incorporated into the <br />respective basin's water replacement plan. <br />I• <br />
