§2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING <br />ACTIVITIES -- MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION <br />2.05.6 Mitigation of Surface Coal Mining Operation Impacts. <br />(1) Air Pollution Control Plan. <br />(a) The operator provides copies of the most recent Construction Permits <br />issued by the Colorado Department of Health and Environment for <br />emissions produced at the train loadout and stockpile area in Exhibit <br />10. <br />(b) Air Quality Monitoring <br />The Operator had a monitoring site for ahigh-volume particulate <br />sampler (hi-vol). The station was located near the silo area. Air <br />samples were taken at this hi-vol every fourth day, per the Colorado <br />Department of Health [and Environment], Air Quality Control Division <br />sampling schedule. The operator received summaries of fugitive dust <br />quantities from this data which was compiled by Air Sciences, Inc. of <br />Lakewood, Colorado and formerly by Marlatt and Associates of Fort <br />Collins, Colorado. <br />As the monitoring data consistently demonstrated compliance with <br />ambient air quality standards, the Colorado Department of Health and <br />Environment, Air Quality Control Division, approved the operator's <br />request to discontinue the high-volume particulate sampling. <br />The operator's Air Pollution measures for fugitive dust control are in <br />compliance with 2.05.6(1). Mitigation measures for minimizing the <br />impact of the mining and coal loading on the air quality are directed in <br />four areas -keeping all coal inside a controlled environment from the <br />mine to the train, rapid reclamation of disturbed areas, general <br />cleanliness of the mine operation, and if stockpiling of coal is <br />necessary, implementation of special air control measures. <br />i• <br />TR-020 <br />2.05 - 32 <br />3/01 <br />
