§2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING <br />ACTIVITIES -- MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION <br />PLANS. <br />Additional guidance regarding soil sampling is provided in <br />Exhibit 5, CSU Publications "Soil Sampling ". Plant nutrient <br />requirements are provided in Exhibit 5 "Fertilizing Alfalfa and <br />Grasses ". The plant nutrient requirements will be compared to <br />the soil fertility analyses to determine fertilizer requirements. <br />Proper disposal of acid - forming and toxic forming materials. <br />- — - - - -- - - There-is -no- indication -- that -any acid - forming or- toxic- forming - materials - -- <br />will be encountered on site. Refer to Section 2.04.6(a)(iii)(D). Please <br />refer to Section 2.05.3(8) for a discussion of the applicant's plans to <br />handle debris and non -coal waste. <br />If sustained combustion of debris or non -coal waste becomes a <br />problem the applicant will be prepared to react appropriately. Chemical <br />fire extinguishers will be available on mobile equipment. A water truck <br />• will be available to respond to any problem area. Earth moving <br />equipment may be available to smother a fire if necessary. <br />g. Sealing mine openings and boreholes. <br />The monitoring holes will be sealed in accordance with the <br />requirements of Rule 4.07. For specific information concerning the <br />sealing of holes, refer to Volume I - Text, Section 2.05.4(2)(g). <br />h. Measures used to protect air and water quality. <br />The Operator has cancelled the air permits associated with the <br />operation of the train loadout since all facilities have been demolished. <br />The Operator holds current, relevant Discharge Permits issued by the <br />Colorado Department of Health and Environment for discharges <br />occurring from the sediment ponds.
