§2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING <br />ACTIVITIES --MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION <br />PLANS. <br />(b) Underground Mining <br />Coal produced from the Bowie No. 2 Mine is trucked to the loadout <br />near Paonia. The loadout will handle up to 5 million tons per year of <br />coal produced from the Bowie No. 1 and No. 2 Mines and/or other <br />mines in the area. Approved Air Emission Permits limit production <br />throughput at the Bowie No. 1 Mine loadout to 5.0 million tons per year. <br />Coal haul trucks enter the loadout facility from State Highway 133. The <br />trucks dump their loads into two 25-ton bins within the truck dump. <br />They proceed around an access loop and return to State Highway 133. <br />The dumped coal empties from the bins onto an enclosed 42-inch <br />conveyor, R-1. The coal is stored in one of three silos, any of which <br />may be filled or used alone or in combination through the use of <br />conveyors R-1, R-2, or R-3. Each silo is 70 feet in diameter and 110 <br />feet high, and has a 7000 ton capacity. <br />A 10,000-ton, 100-car unit train is loaded via reciprocating feeders <br />located below the silos. The feeders load onto a 72-inch enclosed <br />conveyor, R-4 where coal is weighed on a belt scale on its way to the <br />train loading building. Conveyor R-4 empties into a 250-ton surge bin <br />for flood loading of each railroad car. A chute is raised and lowered <br />inside the car to maintain desired loading height and to control dust. A <br />portion of the coal within the bin is crushed and bagged for chemical <br />analysis. After a rail car is loaded, the top may be sprayed (depending <br />on customer requirements) with a latex based crusting agent to control <br />dust emissions on the trip to the user. Approximately 500 unit trains <br />may be loaded per year. <br />All buildings were constructed using conventional structural steel <br />framing and enclosed with steel siding. Floors were constructed using <br />grating, checkered-plate or concrete decks. Foundations for all <br />structures are of reinforced concrete. <br />TR-020 <br />2.05 - 3 <br />3/01 <br />
