Jared Dains <br />South Platte Combined Replacement Plan <br />December 21, 2009 <br />Page 12 <br />8. The applicant is seeking to claim credit for water returned to the stream system from <br />dewatering in excess of the depletions caused by dewatering. Prior to claiming any credit <br />for the water returned to the stream system from dewatering the applicant must install an <br />adequate measuring device to measure the quantity of water being pumped for dewatering <br />purposes. <br />9. The installation of any device used for measuring replacement water in this plan must be <br />inspected by a Division 1 hydrographer. Furthermore, the exact location of all return <br />structures utilized in this plan must be provided to the Division Engineer and Water <br />Commissioner in order to allow for inspections of the structures. Finally, all charts or other <br />output data associated with each measuring devices utilized in this plan must be provided in <br />a timely manner acceptable to the Water Commissioner. <br />10. The Water Commissioners responsible for the administration of this plan are Scott Eagar, <br />George Varra, Shera Sumerford and Bob Carlson. The applicant shall maintain daily <br />records of all: diversions, replacements, and the amount of water used for each particular <br />purpose. The applicant shall provide a report of these records to the division engineer and <br />the water commissioners on a monthly basis on a form approved by them. The accounting <br />must be submitted within thirty (30) calendar days of the end of the month for which <br />the accounting is being made. Failure of the Applicant to provide timely accounting <br />to the water commissioners may result in "revocation of this SWSP. <br />In addition, the applicant shall submit a report from each entity making replacements; for <br />this plan, those entities are the City of Westminster, City of Thornton, City of Greeley, Platte <br />River Power Authority and Centennial Water and Sanitation District. The report shall <br />include an accounting of all wastewater plant water effluent controlled by each entity, <br />showing the total volume of water under its control at the various wastewater treatment <br />plants, and the amount committed to each of the recipients of the water. The applicant <br />must submit the required reports to the water commissioners on a monthly basis. If <br />the applicant does not submit the required reports the SWSP cannot be administered <br />and credit for the released effluent will not be granted. <br />9. All releases of replacement water must be sufficient to cover all out -of- priority depletions in <br />time, place, and amount and must be.made under the direction and /or the approval of the <br />water commissioner(s). The release of replacement water may be aggregated to maximize <br />beneficial use. The water commissioner(s) and /or the division engineer shall determine the <br />rate and timing of an aggregated release. <br />10. All parcels of dried up land used to generate augmentation credits will be inspected during <br />the irrigation season to verify dry-up. The final verification of dry up will be in the form of an <br />affidavit signed by an individual having personal knowledge of the dry up for this year's <br />entire irrigation season for each parcel of land used in this SWSP. All affidavits must be <br />provided to the division engineer by November 15, 2010 in order that the final determination <br />of augmentation credits for the irrigation season can be made along with mapping showing <br />any revisions to the dry up acreage. Credit from any dry-up fields containing alfalfa or <br />native grass will be assessed in the following manner: <br />
