4.7 PROPOSED TIME SCHEDULE FOR MINING AND RECLAMATION <br />The project is expected to begin within 5 years depending upon market <br />conditions and last 3 -5 years, also depending upon market conditions. CEC <br />does their best to forecast future operations, however given the economic <br />conditions of the times, it is requested that no timing restrictions be placed on this <br />project. <br />The Dailey hours of operation are 7am -5pm Monday- Saturday. It should be <br />noted that Saturday operations are only expected to occur approximately 20% of <br />the time. <br />Reclamation is expected to occur concurrently wherever possible, however the <br />final grading and revegetation will occur within 1 -2 years following completion of <br />each of the pits. <br />4.8 PLANS FOR MINIMIZING DUST, NOISE POLLUTION AND WATER <br />Dust mitigation for haul roads shall include: <br />• ' sweeping of the paved access road <br />• Graveling all internal haul roads <br />• Applying chemical stabilizer to all internal haul roads <br />• Watering all roads as needed <br />• Keeping the speed limit below 15 mph for all haul roads <br />Dust mitigation for excavation operations shall include: <br />• Watering as needed during stripping operations <br />Mining moist material <br />Dust Mitigation for processing shall include: <br />• All crusher and screen transfer points will use spray bars to keep materials <br />wet as needed to comply with opacity regulations <br />• Stockpiles will be watered as needed <br />Plans to mitigate noise pollution shall include: <br />• Construction of a berm on the south and west sides of the active <br />excavation <br />• Setting backup beepers to the lowest setting allowed by MSHA <br />• Directing haul trucks to make travel in loops to minimize backup and <br />therefore minimize backup beeping <br />• Properly maintain all equipment and ensure exhaust mufflers are fully <br />functioning at all times <br />Stroh Pit USR Application <br />Page 21 of 23 <br />
