III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining and <br /> Safety. Brian Watteison of Twentymile Coal Company accompanied the inspection. The Foidel Creek <br /> Mine is it large active underground mine. The mining operation is in the process of moving the longwall <br /> from the final panel in the Northern Mining District, LW panel 24, to the Westem Mining District (WMD). <br /> TCC personnel indicated that the 18 LT gateroad was almost complete. Estimated date TCC expects to have <br /> the Longwall opciational in LW panel 17LT is December?I, 3009. The weather was clear and very cold - <br /> zero degrees F. The weather was sunny and still. The mine facilities and roadways were frozen during the <br /> inspection. <br /> Roads& Topsoil: Haul Roads and access roads throughout the mine were snow packed but in good <br /> condition. TCC has begun to construct the temporary access road to the topsoil stockpile. TCC is using one <br /> excavator and two h:wltrucks. <br /> TCC installed it relay antenna along the FCBH road. During construction the waterline from Pit I to FCVS <br /> was punctured. The pumping system is shut down. TCC has trenched the waterline. removed the punctured <br /> section of pipe Lind has the fusing machine in the trench in preparation for repair of the line. All <br /> disturbances for this repair are within the previously approved waterline corridor disturbance. The trenching <br /> disturbance is approximately 150 It. by 30 ft. TCC will need to backfill, grade, and reshape this disturbance <br /> when the repair is complete. Seeding should occur as soon as weather allows. <br /> .i.• ,o-1 .i I-r <br /> Refuse pile expansion,Salvaging topsail from Area I redamaaon._._._.._.__ RDA expansion Topsoil stockpile construction <br /> Hydroloaic Balance: <br /> TCC was not pumping from IORT at the time of the inspection. A drilling crew was reopening the 4- dia. <br /> piezometer hole at the time of the inspection. The water monitoring piezometer had been working until <br /> recently, then TCC encountered a blockage at -490ft. depth. TCC was using the drill rig to reopen the <br /> blockage. TCC succeeded in opening this pathway back up by the end of this inspection. Previous mudpits <br /> at the IORT site have been backfilled, and are currently snow covered. The EMD has -33 feet of freeboard. <br /> 3 of WHITE- File YELLOW -Operator PINK-Specialist <br />
