2. Areas affected by underground mine workings (no reclamation tasks are associated with
this 407.00 acres),
3. Mine identification signs and affected area markers located in areas that have not received
Phase III bond release.
Current reclamation bond liability of the North Thompson Creek Mines is $42,115. The Division
estimates the cost of completing reclamation on the site is $2,567. Rule 3.03.1(4) requires that a
minimum of $10,000 of bond remain on deposit until the entire permit area is fully released;
therefore, the Division proposes to retain the minimum required bond amount of $10,000. This
amount will be retained for the remainder of all areas in permit C-81-025 at the North Thompson
Creek Mines, and is sufficient for a third party to cover the cost of reestablishing revegetation on the
lands that have not yet received Phase III bond release. The Division currently holds a reclamation
bond from Minrec in the amount of $100,000.
Any person with a valid legal interest which might be adversely affected by this proposed decision
may request a formal public hearing before the Mined Land Reclamation Board in accordance with
Section 3.03.2(6). Public notice of this proposed decision will be published once weekly for two
weeks in the Glenwood Springs Post Independent for two weeks as soon as possible. Requests for
public hearing must be submitted to the Division in writing within thirty days of the first publication
in the Glenwood Springs Post Independent. If no hearing is requested within that thirty days, the
Division's proposed decision will become final.
16
