Notice of Proposed Decision The Colorado Division of Reclamation, Mining and Safety has issued a proposed decision to Partially approve Bond Release Application No. 6 (SL-6) for the North Thompson Creek Mine, Permit No. C- 1981-025. The mine is operated by MINREC, Inc. under the provisions of the Colorado Surface Coal Mining Reclamation Act of 1979. The bond release application was submitted by MINREC, Inc. on October 10, 2006. The proposed decision is for a partial approval of Phase I, II, and III bond release application. The proposed partial approval is for a bond release amount of $32,115, leaving $10,000 of bond. The proposed release includes: reclamation of four flumes, reclamation of two piezometers, and termination of regulatory jurisdiction on lands that either were unaffected by mining operations or that previously received Phase III bond release. The amount of land proposed for release is 2,924.90 acres. The area subject to the release is located in Garfield and Pitkin Counties, Colorado, approximately 9 miles southwest of the town of Carbondale in Sections 21, 22, 27, 28, 33, 34, Township 8 South, Range 89 West, and approximately 3 miles northwest of the town of Carbondale in Lots 4, 5, 6, and 7 in Section 29, Township 7 South, Range 88 West and Section 5, Township 8 South, Range 88 West. Copies of the proposed decision are available for review at the Colorado Division of Reclamation, Mining and Safety office, 1313 Sherman Street, Room 215, Denver, Colorado 80203, and at the office of the Garfield County Clerk and Recorder. Any person who has an interest which is or may be adversely affected may request an adjudicatory hearing regarding this proposed decision. Requests for a hearing must be made in writing within thirty (30) days of the first publication of this notice, and shall state with reasonable specificity the reasons for the request and objections to the proposed decision.
