III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the McClane Canyon Mine conducted by !Mike Boulay ofthe Division <br />ol'Reclamation. Mining and Safety on December 10. 2009. There was no operator/representative from <br />McClane Canyon Mine present during the inspection. Weather conditions were sunny and cold. <br />There was a si&qiificant snowstorm a few days prior to the inspection and the majority of the site was <br />snow covered. There was very little activity at the site. Coal was not being conveyed from the mine <br />and there were no haul trucks present at the site during the inspection. <br />Roads <br />'1'hc access road to the temporary coal waste pile was snow packed and inaccessible. All other mine <br />site roads were well maintained. The haul road was plowed and in good condition. The road surface <br />around the portals area was frozen. All ditches and culverts were snow covered. <br />Hydrologic Balance <br />Drainage structures and diversion culverts in the portal area were snow covered. The sediment pond <br />was frozen at the surface. The level of water in the pond was approximately 1 toot below the principal <br />spillway. There was no mine water discharge at the time of inspection. <br />Processing Waste: <br />The temporary coal waste pile area was viewed from the haul road. The area was entirely snow <br />packed.
