III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection of the Munger Canyon Mine conducted by Mike Boulay of the DRMS <br /> Grand Junction Field Office on December 10, 2009. There was no operator/representative from <br /> Munger Canyon Mine present during the inspection. Weather conditions were sunny and cold. The <br /> ground was entirely snow covered from the storm that occurred two days prior to the inspection. <br /> Availability of Records <br /> The availability of records was checked at the Munger Mine office on the morning of December 10th <br /> All required records were on file and available for review during this complete inspection and no <br /> problems were identified with the records review. Please see the DRMS Availability of Records <br /> checklist at the end of this inspection report. <br /> Roads <br /> The mine site access road off of Highway 139 was deemed unsafe to travel on due to snow packed and <br /> very icy conditions. The access road itself had not been plowed and a CDOT plow had left a large <br /> berm of snow and ice from the highway blocking the access. There was no activity at the mine site <br /> and it did not appear that any one has attempted to travel onto the access road since the snowstorm. <br /> No problems were noted with this inspection. <br /> Offsite Support Facilities <br /> The reclaimed Loma Loadout site was inspected. The site was entirely snow packed and could not be <br /> driven on. The sign with operator information, DRMS Permit Number and MSHA ID is in good <br /> condition and clearly visible at the site. The SAE silt fence was repaired this past summer and appears <br /> to still be functional. The Loma Loadout is shown in the photos provided below. <br />
