2.05.4 (2 ) (d) Topsoil Handling
Initial topsoil salvage procedures and storage and
protection measures are explained in Section 2 .05.3(5) . Topsoil
will initially be salvaged from approximately the first five to
seven pits, from the haul road, from the area where the overburden
and spoil from the first pits is to be placed and from the sediment
pond locations.
Topsoil salvaged from advancing pits will be placed
on the pits that have been final graded to the post mining contours
and tested for subsoil suitability. If necessary to eliminate
slippage surfaces or relieve compaction, the regraded areas will be
ripped to a depth of twelve inches. In mining area No. 1 and No.
2 topsoil will be redistributed to a depth of 10-inches and 20-
inches respectively in accordance with the amount of topsoil
available to be salvaged. These depths are based on the topsoil
inventory by mining area presented in Exhibit 7 and may vary
depending on the amount of topsoil that is actually salvaged.
Redistributed topsoil material will be smoothed using a drag type
scraper, a motor grader or other suitable equipment.
Protective measures will be taken to minimize wind
and water erosion. Measures will include contour ripping, chisel
plowing or contour furrows of the replaced topsoil and rapid
establishment of vegetation. However, final topsoil reworking
shall not be limited to any of the previous practices if more
suitable state of the art techniques become available.
Topsoil will not be handled when saturated either during
the initial stripping, respreading or final grading. Handling
sticky or plastic soils in a saturated state would reduce the
quality of the topsoil by degrading the physical characteristics
and tilth of the soil.
Nutrients or other soil amendments will be applied to the
redistributed topsoil if shown to be required by soil tests. Rates
of application will be determined by soil tests prior to seeding.
Soil will be tested for pH, phosphorus, potassium, texture class,
electrical conductivity, sodium absorption ratio, and nitrogen.
• 2.05-23 May 1992
