As an owner of land affected by this proposal, I am
profoundly disgusted by this blatant attempt to weasel out of the responsibility to reclaim
the land as promised and comply with the permit as issued. It is not Western Fuels
business, or anyone else, to direct future use of land they do not own, or predict, dictate,
determine or otherwise attempt to control the availability of water with respect to these
reclaimed lands. Incidentally, W. F. C. has been acquiring water since the creation of the
New Horizon Mine for the purpose of irrigation during reclamation activities, thus
causing bewilderment as to the reason for W. F. C.'s reluctance to reclaim the land as
permitted. Instances such as this are contradictory to the character and image of
professionalism and good faith an entity such as W.F.C. should possess imposing
hardship on all it chance encounters. The common citizen depends on The Division of
Reclamation Mining and Safety to protect and represent us. Therefore I humbly petition
your honorable agency to enforce the reclamation permit as issued.
Respectfully,
4a/L lu?1
Dirk Richards
P. O. Box 153
Nucla, CO 81424
