operator intends to perform maintenance activities on county roads, they should contact
Clear Creek County's Road and Bridge Department for appropriate permits.
Water Supply — The applicant indicates that Idaho Springs will be the water source for
1700 gallons of water per day for consumptive use. Since the site is not within the city
limits of Idaho Springs, it would be helpful to have documentation of or contracts for that
legal and physical water supply.
Source of Material to be Processed — The Mining Plan indicates that a phased approach
will be used and that during Phase 1 waste rock and ore from the Tailings Impoundment
Area and "from other locations" will be processed. Were the "other locations" specified
in the narrative and on the maps?
Impoundment Area — Is the Impoundment Area protected from stormwater drainage?
Should it be?
As a final comment regarding the process of adding to or changing information in
any application once it is placed in the County Clerk's Office for public review: We
are finding that applicants request that a page be added to the record specifying that
material has been added to the file on a specific date. However, it seems that applicants
are not required to identify what information is being added or what changes are being
made. It would be helpful to members of the public to have that information identified
on the notice of addition. For example, when information is inserted in a 3'inch thick
file, a reader must go through the entire file, searching for changes or additions. In some
cases applicants have inserted new information without dating the changes. Tracking
these changes and understanding their significance can be challenging. A minor change
to your requirements — one requiring that a copy of changes be attached to the notice that
is inserted at the front of the file could be of substantial assistance the public.
Thank you, again, for the opportunity to review this application and for consideration of
the issues we have identified.
Sincerely
Jo Ann Sorensen
Clear Creek County Land Use Division Director
