Our membership includes 20 municipalities, <br />counties, and dischargers located in the upper Clear Creek watershed in Clear Creek and Gilpin <br />Counties. As such, we are obligated to review any proposed activity in the watershed that may impact <br />water quality. <br />It was the preference of the UCCWA membership to review the Venture application and provide <br />relevant comments to your agency. However, without suitable access to the application, we were unable <br />to give it the appropriate attention. Therefore, UCCWA can only make the following general <br />comments: <br />• The project must include specific, temporary BMPs to protect water quality during construction. <br />• Permanent BMPs must be required to protect water quality — for example, storage piles must be <br />protected from rain and runoff and storage basins should be large enough to handle a 100 -year <br />storm event. What is planned for the sediment/sludge left in the basins after operations cease? <br />• How will chemicals used in the milling process be stored and handled? <br />• An adequate clean-up plan, including immediate notification to downstream water users, must be <br />required in the event of an incident detrimental to Clear Creek or its tributaries <br />It is the general opinion of the UCCWA membership that we must oppose the application until we are <br />able to learn more. <br />Thank you for your consideration of our concerns. <br />*Physs <br />UCCWA Secretary/Treasurer <br />..,� Ied cz1 rs 109 <br />
