After reading the comments <br />proffered by the Division, it appears I am mistaken in that assumption. Colowyo will <br />make a final attempt to answer the concerns of the Division given the context of the <br />negotiations that have occurred for more than two years. <br />Your comments and Colowyo's response is as follows: <br />Re: Colowyo Mine C-1981-019 <br />Preliminary Adequacy Review - Technical Revision 82 <br />Dear Mr. Blunt: <br />The Colorado Division of Reclamation, Mining and Safety (Division) has received the <br />Colowyo Coal Company, LP's (Colowyo) 28 September 2009 submittal of Technical <br />Revision 82 - response to stipulation 12 - variable topsoil replacement plan. The <br />revision was received on 29 September 2009 and deemed complete on 13 October 2009. <br />The Division has reviewed the submittal and has the following comments and adequacy <br />questions. <br />Background
