J
sheets for the surface water monitoring sites to show both dissolved and total recoverable iron values,
as was done with the ground water monitoring sites.
The Division has no further concerns. In the 2008 AHR surface water data sheets, entries for total iron
and dissolved iron are included.
10. The hydrologic monitoring parameters list, on page 2.04-41 of the permit application and on page 4 of
the 2007 AHR, shows that alkalinity is to be tested whenever laboratory analyses of surface and ground
water are performed. However, none of the 2007 AHR data sheets appear to show alkalinity testing
results. Please explain.
The Division has no further concerns. Oxbow Mining stated that alkalinity is designated as HCO3 on
the data sheets.
11. On page I of 6 of the 2007 AHR data sheets for surface water monitoring site S-1, there are no entries
for flow from June 2007 through October 2007. In order to avoid any confusion, please revise the data
sheet to show zeros for those months when there were no flows.
The Division has no further concerns. The 2008 AHR data sheets for site S-1 show zeros to indicate "no
flow" situations.
12. The note on permit application page 2.04-41 states that several chemical parameters in addition to ones
on the standard list are to be tested at the North Fork surface water sampling sites during August.
However, the data sheets for NF-I and NF-3 in the 2007 AHR do not show the results for some of these
additional constituents, including ammonia, cyanide, silver, boron, chromium III, chromium IV,
chlorine and nickel. Please explain.
The Division has no further concerns. The hydrologic data for these constituents were included in the
2008 AHR. The data included the results for years 2002 through 2008.
13. It is stated in the 2007 AHR that well H-10 has been dry since 1999. However, there are no entries in
the hydrologic data tables for well H-10 that show any measurements during 2007 that would indicate
that the well was dry. Please revise the data page for well H-10 to include data for 2007.
The Division has no further concerns. Measurements at well H-10 were taken in 2007 and are shown in
the 2008 AHR.
14. There are no 2007 data in the hydrologic data section of the 2007 AHR for well BC-1. Please revise the
hydrologic data sheets to include these data.
The Division has no further concerns. Oxbow Mining pointed out that the 2007 AHR contained an
explanation that the well had been damaged. Well BC-1 was not sampled in 2007 but was sampled in
2008 after well remediation.
15. The discussion at the front of the 2007 AHR states that the surface water monitoring data are located in
Exhibit 1 and the ground water monitoring data are located in Exhibit 2. However, some of the data for
wells B2D and B2D2 are located in the AHR discussion rather than in Exhibit 2. Also, the flow data for
sites B-2 and B-3 are located in the AHR discussion, rather than in Exhibit 1. In order to avoid any
confusion, the Division requests that these data either be moved to the Exhibits or their locations in the
discussion section be referenced in the Exhibits section.
3
