III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection of the Munger Canyon Mine conducted by Mike Boulay of the DRMS <br /> Grand Junction Field Office on November 17, 2009. I was not accompanied by an operator <br /> representative during the inspection. Weather conditions were cool, clear and dry. Ground conditions <br /> were dry. The majority of the mine site is reclaimed and there was no activity at the site during the <br /> inspection. <br /> Roads <br /> The access road to the mine site was dry and the road was in good condition. No problems were noted <br /> along its entire length up to the former portal bench access road (see Photograph No. 1 at the end of <br /> this inspection report). <br /> Hydrologic Balance <br /> East Salt Creek had very little flow in it and Munger Creek was dry. Ditches and culverts associated <br /> with the reclaimed waste disposal site, cover soil stockpile site, and the topsoil stockpile locations were <br /> in good condition and maintained. The waste disposal area sediment pond was dry. The inlet and <br /> discharge structures were stable. <br /> Backfill and Grading <br /> The lower portion of the reclaimed portal access road was inspected. No signs of significant erosion or <br /> instability were noted during this inspection. <br /> Processing_Waste <br /> The waste disposal site including the waste disposal cell and adjacent cover soil and topsoil stockpiles <br /> are all stable and no problems were identified (see Photograph No. 2). <br />
