With the submittal of Technical Revision 81, Colowyo is proposing to revise <br />the volume and configuration the West Taylor Fill. The currently approved capacity <br />for the fill is 10 million cubic yards. Colowyo proposes to increase the capacity of <br />the West Taylor Fill to approximately 50 million cubic yards. This change will result <br />in a substantial change to the volume and configuration of the permanent fill. <br />Colowyo has not provided any designs (besides the new Map 45), engineering <br />reports or geotechnical stability analyses of the proposed fill volume and <br />configuration. Please provide the Division with designs, engineering reports <br />and geotechnical stability analyses for the proposed volume and configuration <br />of the West Taylor Fill. <br />Response: Please see the response to Comment 7 above. <br />10. In addition to using the East Taylor Fill as a temporary overburden stockpile, <br />Colowyo is now proposing to use the West Taylor Fill for a temporary overburden <br />stockpile as well. The proposed plan to use the West Taylor Fill for stockpiling <br />overburden material is new. Colowyo has not provided any information regarding <br />the volume of spoil that will be temporarily stockpiled on the West Taylor Fill. <br />Additionally, Colowyo has not provided any designs or details regarding the <br />construction of this temporary overburden stockpile (besides new Map 45). Finally, <br />Colowyo has not provided any engineering reports or geotechnical stability analyses <br />for the temporary overburden stockpile or any reports verifying the long-term stability <br />of the West Taylor Fill with the additional overburden material stockpiled on it. <br />Please provide the Division with the volume of spoil planned for the temporary <br />overburden stockpile, detailed designs and construction information and <br />engineering reports and geotechnical stability analyses of the temporary <br />overburden stockpile and the West Taylor Fill. In addition, Please update the <br />text regarding this temporary overburden stockpile in Section 2.05.3(6) of <br />Volume 12 and Maps 35A and 40A. <br />Response: Please see the response to Comment 7 above. In the plan initially submitted as a part of Permit Revision 02, Colowyo <br />planned on temporarily stockpiling approximately 30 million yards of spoil on the <br />East Taylor Fill (TS West 1 and TS West 2) and stockpiling approximately 12 million <br />cubic yards of spoil on a reclaimed area of the Section 16 Pit (TS East 1, just East of <br />the East Taylor Fill). Colowyo has not provided any text or detail regarding whether <br />or not this stockpile would still be used, although it does not appear on the new Map <br />45. Please explain the plans for this temporary overburden stockpile and <br />update the appropriate text in Section 2.0.5.3(6) of Rule 2, Volume 12 and Maps <br />35A and 40A. <br />Response: The temporary overburden stockpile currently shown on the reclaimed <br />area of the Section 16 pit will not be built.
