authorities for acceptable weed control methods, and shall comply with all applicable <br />Federal and State laws. Pesticides shall be used only in accordance with their registered <br />uses with limitations imposed by the Secretary of the Interior. Prior to the use of <br />pesticides, the Holder shall obtain approval from the Authorized Officer of a Pesticide <br />Use Proposal showing the type and quantity of material to be used, pests to be controlled, <br />method of application, locations of storage and disposal of containers, and any other <br />information deemed necessary by the Authorized Officer. <br />19. All pesticide applicators must hold a valid Colorado Qualified Supervisor license or <br />certified operator license, and the license must be valid for that applicable pesticide <br />application category. For all areas treated, Pesticide Application Records (BLM Form 3- <br />3-94) must be submitted to the BLM Little Snake Field Office by November 1 of each <br />year. Pesticide Application Records must be completed no later than 14 days following <br />the pesticide application and must be maintained for ten years. <br />Wildlife <br />20. Activities must comply with the Threatened and Endangered Species Act. Activities are <br />restricted to the period between July 1 and December 1. <br />21. Activities must comply with the Migratory Bird Act. Measures should be taken to avoid <br />impacting habitat, nests, young, or birds. <br />22. If any raptor or breeding bird nests with eggs or young are encountered during <br />construction activities during the breeding season (May 15 - Aug. 1), operations will <br />cease immediately and a BLM biologist will be notified.
