MANAGEMENT <br /> <br /> <br />On behalf of Bowie Resources, LLC, (BRL) enclosed is an application for a technical <br />revision to amend the mining plan. Main entries are to be constructed under Terror Creek. <br />The main entries will provide necessary access to develop and mine longwall panels to the <br />west of Terror Creek. A new room mining area is also proposed adjacent to the North Mains. <br />BRL also proposes to drill a geotechnical hole to determine rock characteristics and water <br />inflow locations at a potential ventilation shaft site located west of Terror Creek. <br />Project Narrative <br />The extent of mining in the B-8 and B-9 panels has been substantially reduced because of <br />adverse mining conditions. Panels B-10 and B-11 will not be developed in the northeastern <br />mining district. Reduced coal recovery in northeast mining district will result in mining activity <br />being moved to the remaining coal reserves located to the west. The west reserves are <br />located west of Terror Creek and were previously referred to as the Bowie No. 1 mine east <br />thick coal pod. These reserves were not mined from the Bowie No. 1 mine because of the <br />June 1986 mine fire. <br />This technical revision will allow BRL to develop main entries under Terror Creek up to the <br />existing permit boundary. A stability study has been prepared that shows the main entries <br />will be stable with a factor of safety greater than 1.5. The entries will also mine under the <br />Curecanti-Rifle 230/345-KV transmission line. The transmission line towers straddle the <br />main entries as shown on Map 14B. <br />The North Mains Rooms are shown on Map 14B. They will be first mined only. The rooms <br />are laid out to avoid the Terror Creek limited extraction zone. A fifty foot wide barrier pillar <br />will be left between the proposed mining and the federal coal lease boundary in accordance <br />with 43 CFR 3484.1(c)(6)(i). <br />BRL also proposes to drill a geotechnical hole to determine rock characteristics and water <br />inflow locations at a potential ventilation shaft site located west of Terror Creek.
