1 12 APPLICATION PAGE 14 OF 35
3.1.3 Time Limit and Phased Reclamation
Mining at this site will be progressive. Backfill placement required for
site reclamation work will occur behind the sand and gravel high
wall. Topsoil placement, mulching, seeding, and fertilizing activities
may be delayed until all sand and gravel has been mined from the
site. Final Reclamation for the 30.25-acre area is anticipated to
require six months to complete.
3.1.4 Public Use
The owner will not allow public use of the permit area for recreation
purposes during mining operations.
3.1.5 Reclamation Measures - Material Handling
(I.) Reclamation grading for this project will be performed in
accordance with the Exhibit F drawings included with this
application. The reclamation plans will restore the site to
essentially a pre-mining topographic condition, and planted with
Jose Tall Wheatgrass, Alkali Sacaton, Western Wheatgrass, and
Galleta.
(2.) Backfilling will be accomplished using existing site overburden, and
imported inert fill materials. Backfill areas will be compacted to
minimize settlement. No hazardous fill material will be used at the
site.
(3.) Runoff generated within the project site will be permitted to be
released offsite in accordance with the Process Waters Storm
Water Management Permit. All grading will be such that all work
areas will drain towards the settling ponds located at near the
southwest corner of each of the respective mining areas. All
mined areas will be backfilled and compacted to the grades
specified in the reclamation plan map.
(4.) The permit area will be progressively mined and backfilled. The
overburden material removed as mining progresses across the site
will be used as backfill material, in addition to imported inert fill,
along the bottom of the proposed ponds. Deep tilling, topsoil
placement, mulching, seeding, and fertilizing work will commence
when all sand and gravel has been mined from the site. Mining for
the sand and gravel is expected to require 5 years to complete.
Once all sand and gravel material stockpiles are depleted, the
5.97 acres within the mining area above the water elevation within
the ponds will be deep tilling, mulched, seeded and fertilized
which will require a minimum of three months to complete.
(5.) No refuge, acid forming, or toxic producing materials are
expected to be encountered during this operation. If these
materials are exposed, they will be addressed in accordance with
the State of Colorado requirements
(6.) All drill and auger holes that are part of the permit area will be
removed during the sand and gravel mining process.
(7.) The site will be backfilled and graded in accordance with the
reclamation plan. No slopes will be greater than 3:1.
(8.) No agriculture or horticulture use is expected at the site.
