Colowyo C- 1981 -019 <br />10 Nov 2009 <br />Pg 7/7 4�� <br />Excess Spoil (cont.): - Colowyo has completed the A -A' underdrain of the West Taylor <br />Fill. The final (lower) portion of the rock underdrain has been covered. There was a <br />portion of the underdrain just below the confluence with the B -B' underdrain where <br />the fabric cover has blown loose. Colowyo needs to fix this loose portion of the fabric <br />over the A -A' underdrain to ensure the integrity and function of the underdrain. <br />Colowyo Has started to put another lift of overburden on the B -B' portion of the West <br />Taylor Fill at its confluence with the A -A' underdrain. The lift is approximately one <br />acre in area and is approximately 50 feet in thickness (as designed). Currently the <br />West Taylor Fill is designed for approximately 10 million cubic yards of excess spoil and <br />no temporary storage of spoil. Colowyo has submitted Technical Revision 81 to <br />change the designed configuration, capacity and temporary storage capabilities of <br />the West Taylor Fill. As of 14 September 2009 this revision has been deemed <br />incomplete. <br />- Colowyo is continuing to use the East Taylor Fill as the primary area for the <br />disposal /storage of overburden material from the South Taylor Pit box -cut (the other <br />area, currently, is the runaway truck ramp for the new South Taylor Haul Road). This <br />fill overlies the C -C' underdrain, which has been complete for quite some time and is <br />completely covered with fill material. Colowyo is currently working on the fifth lift of <br />the East Taylor Fill. The fill is expanding upward and has reached its current maximum <br />northward expansion until the rock crusher is moved. Currently the East Taylor Fill is <br />designed for approximately 50 million cubic yards of excess spoil and 40 million yards <br />of temporary spoil. Colowyo has submitted Technical Revision 81 to change the <br />designed configuration, capacity and temporary storage capabilities of the East <br />Taylor Fill. As of 14 September 2009 this revision has been deemed incomplete. <br />Revegetation /Reclamation Success: - Last month Colowyo seeded the areas of the <br />East and West Pits that were regraded and had their topsoil replaced. These areas <br />were drill seeded or broadcast seeded as necessary. The seed mix used was the <br />revised seed mix that was approved with Technical Revision 72 this summer. The <br />Division would like to remind Colowyo that they need to include the seed tags for the <br />seed min in the 2009 Annual Reclamation Report. <br />- Colowyo has received a case of Plateau to spray the 10+ acres of cheatgrass in the <br />2007 -2008 reclamation block of the East Pit (EP50). Colowyo will hand -spray the area <br />using backpack sprayers. <br />Highwall Mining: - ICG has completed demobilization from the site. There is still a <br />large stockpile of coal at the northern edge of the highwall mining area that <br />Colowyo is hauling away when they have time. Colowyo has removed the F -Seam <br />overburden from part of the bench area where ICG highwall mined the E -2 seam <br />and the highwall mining holes are "hanging" above the exposed F coal seam. The <br />holes are still backfilled at this time, even though they are now 25 feet above the pit <br />floor. <br />This completes the 10 -12 November 2009 inspection report for the Colowyo Mine. <br />
