III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Kent Gorham of the Colorado Division of <br />Reclamation, Mining, and Safety (Division). This former surface mine site is permit revoked/ <br />bond forfeited. The weather was clear and cool. Ground conditions were very wet due to <br />recent snow melt. Access was poor and limited to foot travel only. <br />Hydrologic Balance <br />Chen's Hill was traversed on foot. Past rill and gully erosion continues but new development <br />of gullies is not apparent. No evidence of recent snowmelt or storm runoff damage was <br />noted. Reclaimed areas of the east and west pits were covered with a light snow cover. <br />Revegetation <br />Vegetation is qualitatively good in much of the reclaimed area which may be due to limited <br />grazing over the past growing season. With the exception of active gullies carrying storm <br />runoff, land stability appears similar to unmined, adjacent areas. <br />
