approximately 10 inches of topsoil on lands being reclaimed to rangeland (refer to Sections 3.6.2.2 and <br />3.6.3.2). Based on the Redente topsoil study, Trapper is now establishing a 12"+2" replacement depth <br />on rangeland and 18"+2" on cropland (see Section 4.9.1). <br />All of the lands disturbed prior to May of 1978 have been retopsoiled with approximately 18 inches on <br />areas being returned to cropland and up to 12 inches on areas being returned to rangeland, including the <br />old Empire Energy pit. The topsoil balance over the period of this proposed permit is described in Tables <br />4.9-3 and 44-4. <br />All areas disturbed will receive approximately 12 inches of topsoil on lands reclaimed to rangeland and <br />approximately 18 inches on lands reclaimed to cropland. One exception to this is the area disturbed for a <br />scoria pit at the south end of Cott Pit. The scoria pit was permitted in July of 1979 by the Colorado Mined <br />Land Reclamation Board. The site occurred on a side hill and had relatively shallow soils which averaged <br />eight inches in depth. Commensurate with the permit for the scoria pit, eight inches of topsoil were <br />replaced. Topsoil replacement and seeding of the scoria pit were initially completed in the fall of 1986. <br />Following initial topsoil replacement, the scoria pit was redisturbed by Colt pit's mining advance.
