Such top- <br />soil removal will facilitate tying together newly regraded spoils with adjacent <br />and previously regraded spoils and will maximize recovery of coal reserves. <br />Where removal of previously replaced topsoil is necessary, replaced topsoil shall <br />be removed such that minimum mixing with spoil occurs. For example, where only <br />small areas are to be redisturbed, replaced topsoil will be bladed off the area <br />into berms and marked with topsoil signs). If the bermed topsoil can't be <br />redistributed in the same year, it will be placed into stockpiles. <br />For areas which exceed two acres in size, the Division will be notified at least <br />thirty days prior to conducting topsoil removal. The larger areas will also be <br />treated so as to minimize topsoil-spoil mixing. Replaced topsoil will be removed <br />with scrapers or windrowed, then removed with scrapers or other suitable equip- <br />ment dependent upon topographic conditions.
