4) Please provide details in Exhibit E, Reclamation Plan, that fully explain what mitigation
measures the Forest Service will require if visual impacts become apparent. This
information is available within the Forest Service documents provided but needs to be
noted within the reclamation plan clearly so no confusion occurs with DRMS or the
general public as to what and when mitigation is required.
5) Related to #3, please provide a product information sheet and a cost estimate in Exhibit L
for the cost of implementing visual impact mitigations for a maximum of 1 acre
disturbance as proposed.
6) Please clarify in exhibit S that the house structures noted within 200 feet of the permit
boundary on the south side between the boundary and the county road are in fact owned
by Gallegos and not subject to damage waivers or site stability analysis.
Staff is completing a reclamation bond calculation at this time. The final amount however will
not be available until the costs for rock staining is factored in. Due to the fact that most of the
disturbance will be on Forest Service lands their concurrence on the bond amount will be
required.
If you need additional information, please contact me at the Division of Reclamation Mining and
Safety, Grand Junction Field Office, 101 S. 3rd St., Suite 301, Grand Junction, Colorado 81501,
telephone no. 970.241.1117.
Sincerely,
G. Russell Means
Environmental Protection Specialist 11
