Sherman
Executive Director
To: File Ronald W. Cattany
Division Director
West Elk Mine (C- 80-007) Natural Resource Trustee
TR -118
From: Tom Kaldenbach
Re: Summary of Review
I have reviewed the mine operator's submittal for compliance with the Rules, with special
attention to Rule 4.04 (Surface Facilities). Correspondence in the TR -118 file from the
SEO, OSM, and CDOW indicate the proposed work will not damage fish, wildlife, or
water rights. The wash plant will minimize water use and erosion by using a closed
water system. Air pollution will be minimized by complying with the air emissions
permit. Marcia Talvitie's review concluded the submittal adequately demonstrates
structural stability. The submittal included an updated map of the Surface Facilities, Map
53. The proposed work will occur on previously disturbed lands that report to sediment
control ponds. No changes to the reclamation plan are proposed. I have prepared a
reclamation cost estimate. The mine operator's notice was published on August 19,
2009. Comments that were received haveA reclamation cost estimate for TR -118 is
attached. My review supports approval of TR -118.
cc: Dan Hernandez, DRMS
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
