EXHIBIT D
MINING PLAN AND TIMETABLE
LOCATION
This is an open pit mine located 3.5 miles south of Parshall
Colorado, on Grand County Road 3. To reach the mine from HWY 40
at Parshall, take County Road 3, that lies east of Parshall,
south for 2.0 miles to the intersection of CR 3 and CR 340, bare
right and continue on CR 3 for another 1.9 miles to CR 342 on
your left. Take County road 342 east for approximately 0.4 mile
to the log gate. The coordinates of the entrance are
40°0'13.84", -106°10'21.16". Please refer to EXHIBITB -VICINITY MAP
for the property configuration and the relationships to surround-
ing geological features. The area to be mined lies north and
west of this point. The surrounding area has historically been
used as rangeland, and mining. This site lies on a large terrace
of gravel that extends from the Colorado River up the Williams
Fork Valley. This site will become one of the numerous mines
operated by Grand County to provide gravel for road construction
in the county.
CURRENT CONDITIONS
The area to be mined was chosen because of the quality of
the material available and its low wildlife and agricultural
value. There are no trees, surface water or structures on the
site. Limited grazing has taken place on this site in the past
because the soil types and lack of water limit the growth poten-
tial of the grasses on the area.
IVIAPEXHIBITC, shows the outline of the Affected Lands/permit
area, the touching landowners within 200 foot of the facility,
current topography, hydrologic and surface features of the
property. The site is bisected by a deep draw running east/west
across the site approximately 2/3 of the way north of the south
permit line. This draw starts to the east near County Road 340
and ends at County Road 3.
Access to the site is via an existing County Road running
along the south side of the mine. An access road was built to a
maintenance building site on the northern part of the site as
directed by the Board of County Commissioners (BOCC) for reloca-
tion on a county owned building. This site has been abandoned
and will b(? used as the starting point for mining. The approxi-
mate location of this road and building site is shown on MAP
EXHIBIT C. The road was constructed of gravel with graded runoff
ditches on each side. It is 40 feet wide with a slight crown to
allow for drainage. Any runoff from the road will be retained on
site and allowed to soak into the ground or evaporate. The road
will be maintained as needed. The road will remain when reclama-
tion ends as it will be used to access the equipment repair area
and maintenance building may be built in the southeast corner of
the permit area. MAP EXHIBIT C shows a building envelope where this
building location is proposed. Prior to installing the building
6 (revised 9/23/09)
