II. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe <br />any enforcement actions taken during the inspection and the facts of evidence supporting the enforcement action. <br />Coal Ridge C- 1984 -065 <br />13 November 2009 <br />This was a complete inspection of the Coal Ridge Mine in New Castle, Colorado. The inspection was <br />,conducted on 13 November 2009 by Jim Stark of CDRMS. The mine has been reclaimed and has <br />undergone a Phase II Bond Release. The weather was cold and raining and the ground was (obviously) <br />wet. <br />!Mine Availability of Records: All of the necessary records were available at the Garfield County <br />;Courthouse in Glenwood Springs. The records were checked on the afternoon of 9 November 2009. <br />See the records checklist at the end of this inspection for more details. <br />Signs and Markers: The mine ID sign was in place on the gate and contained the necessary <br />information (including permit number, contact information and operator information). The remaining <br />topsoil stockpile had the appropriate "Topsoil" sign in place. The disturbed facilities area was <br />appropriately marked. <br />Roads: The remaining road to the portal bench was stable at the time of the inspection. This road is <br />used very little and has begun to fill in with vegetation. There were no major issues with ruts on the <br />road and no erosional problems were noted. <br />Hydrologic Balance: - The ditches that remain at the site were all dry. All of the ditches were clean <br />And their inslopes well vegetated. No erosional problems were noted in the ditches. <br />The remaining sediment pond was dry at the time of the inspection. The pond embankment was well <br />v egetated and no erosional problems were noted. <br />BackfilUmg and Grading: - The backfilled and regraded portal and facilities areas were all stable at the <br />time of the inspection. No cracking or settling was noted in the backfill. <br />Revegetation /Reclamation Success: The entire site has been reclaimed, topsoiled and reseeded. The <br />mine site is well vegetated, although all of the vegetation is now dormant with the beginning of winter. <br />No erosional problems were noted on the site at the time of the inspection. <br />Overall the Coal Ridge Mine site is in good condition. This concludes the 13 November 2009 <br />inspection report for the Coal Ridge Mine. <br />
