III. COMMENTS -COMPLIANCE
Sunlight C- 1981 -046
Pg 1/1 9 November 2009G
Below are comments on the inspection. The comments include discussion of observations
made during the inspection. Comments also describe any enforcement actions taken
during the inspection and the facts or evidence supporting the enforcement action.
This was a complete inspection of the Sunlight Mine conducted on 9 November 2009
by Jim Stark of CDRMS. The permit for the site has been revoked and the
reclamation was completed by the Division. The weather was warm and overcast
and the ground was dry at the time of the inspection.
Signs and Markers: The Division's revoked mine project sign was along the County
Road at the upper portal location of the site. The sign was in good condition.
Backfilling and Grading: - The regraded upper portal and road area remained stable
at the time of the inspection. There was no cracking, settling or sliding of the backfill
noted. No erosional problems were noted on the upper portal and road
reclamation.
- The lower portal area was stable with the exception noted in "Slides and Damage"
detailed below. The reclaimed lower portal road was stable. No erosional problems
were noted on the reclaimed slopes at the lower portal area.
Slides and Damage: - As noted in previous inspection reports, the wooden frame
around the lower portal has rotted and partially collapsed, leading to the block wall
(portal seal) in the portal being exposed. The wall does not appear to be damaged
and still blocks entry into the portal. There does not appear to be any additional
settling or damage since the last inspection (17 August 2009) but the portal is under
the County Road so further collapse could cause problems with'the road. It appears
the collapse may be the result of runoff from the County Road being directed over
the backfilled portal.
Reclamation Success: - Both the upper and lower portal areas are well vegetated.
All of the vegetation is dormant as winter approaches.
This completes the 9 November 2009 inspection of the Sunlight Mine.
