III. COMMENTS -COMPLIANCE <br />Sunlight C- 1981 -046 <br />Pg 1/1 9 November 2009G�� <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken <br />during the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Sunlight Mine conducted on 9 November 2009 <br />by Jim Stark of CDRMS. The permit for the site has been revoked and the <br />reclamation was completed by the Division. The weather was warm and overcast <br />and the ground was dry at the time of the inspection. <br />Signs and Markers: The Division's revoked mine project sign was along the County <br />Road at the upper portal location of the site. The sign was in good condition. <br />Backfilling and Grading: - The regraded upper portal and road area remained stable <br />at the time of the inspection. There was no cracking, settling or sliding of the backfill <br />noted. No erosional problems were noted on the upper portal and road <br />reclamation. <br />- The lower portal area was stable with the exception noted in "Slides and Damage" <br />detailed below. The reclaimed lower portal road was stable. No erosional problems <br />were noted on the reclaimed slopes at the lower portal area. <br />Slides and Damage: - As noted in previous inspection reports, the wooden frame <br />around the lower portal has rotted and partially collapsed, leading to the block wall <br />(portal seal) in the portal being exposed. The wall does not appear to be damaged <br />and still blocks entry into the portal. There does not appear to be any additional <br />settling or damage since the last inspection (17 August 2009) but the portal is under <br />the County Road so further collapse could cause problems with'the road. It appears <br />the collapse may be the result of runoff from the County Road being directed over <br />the backfilled portal. <br />Reclamation Success: - Both the upper and lower portal areas are well vegetated. <br />All of the vegetation is dormant as winter approaches. <br />This completes the 9 November 2009 inspection of the Sunlight Mine. <br />
